Germany Cologne attacks: mayor lambasted for telling women to keep men at arm’s length Henriette Reker urges women to avoid being in close proximity to strangers to prevent sexual harassment

Cologne’s mayor has been widely criticised for suggesting that women “keep at an arm’s length” from strangers to avoid sexual harassment, after scores of women were sexually abused and mugged in the city during new year celebrations.

Asked by a journalist how women could protect themselves, Henriette Reker said: “There’s always the possibility of keeping a certain distance of more than an arm’s length – that is to say to make sure yourself you don’t look to be too close to people who are not known to you, and to whom you don’t have a trusting relationship”.

The remarks came at a press conference at which Reker made her first public comments about the incidents on New Year’s Eve. About 90 women made complaints to police, many relating to sexual assault. Many reported having been surrounded by groups of drunk and aggressive men of north African or Arabic appearance who harassed and mugged them. One woman is believed to have been raped.

A police spokesman described the events as “a new dimension in crime”. About 1,000 men were gathered on the square in front of the city’s main station on Thursday night, although only a small number of them are believed to have been involved in the attacks.

Facebook Twitter Pinterest Protesters march through Cologne to demand action after the New Year’s Eve attacks Reker also advised women to “stick together in groups, don’t get split up, even if you’re in a party mood”.

Journalists at the press conference said the mayor had reacted with surprise to the initial question and her struggle for an answer demonstrated the extent to which it had caught her off guard.

Reker’s comments triggered outrage on social media. Reaction was trending under #einarmlaenge (an arm’s length).

Christopher Lauer, a politician, tweeted: “Man: “I had intended to mug this woman and molest her, but shit! She’s an arm’s length away from me!”

Alexander Nabert, a journalist, wrote: “This thing about an arm’s length – is it a rule of thumb?”

Another Twitter user, Marie von den Benken, wrote: “Frau Reker, the thing about the one arm’s length sounds more like one brain cell.”

Next month, Cologne will celebrate carnival season, when thousands go on to the streets. The police, who have admitted major errors in the way they managed the new year’s incidents, say they will modify the way they oversee the forthcoming celebrations, including introducing more mobile video cameras.

Exploraram quanto puderam as terras dos selvagens.
Os grandes senhores deram-se bem com isso até o ano 2000.
Permitem a invasão pensando melhorar a demografia.

is sponsored by Europe Cologne sex attacks: Germany’s De Maiziere criticises police
6 January 2016From the section EuropeMedia captionOne woman described how a firecracker put in her hood has left her scarred for life

German Interior Minister Thomas de Maiziere has strongly criticised police handling of gang sex attacks on women and girls in Cologne on New Year’s Eve.

“The police shouldn’t work like this,” he said, as it emerged that three suspects had been identified.

More than 100 victims have complained of being attacked by gangs of up to 30 men outside Cologne station.

Witnesses and police said that the men involved were of Arab or North African appearance.

A crowd of around 1,000 men had gathered in the square outside the station during New Year’s Eve letting off fireworks. Many were drunk and aggressive.

Police eventually evacuated the area because of the risk of injury from the fireworks.

But gangs of youths soon returned and carried out dozens of attacks over a number of hours with little apparent response from the local authorities until well after midnight.

    What went wrong?

Cologne mayor’s ‘code of conduct’ attacked

Two women in Cologne have told police they were raped and many were groped, including a volunteer policewoman. Justice Minister Heiko Maas said the attacks appeared to have been co-ordinated and spoke of “a new scale of organised crime”.

Women were also targeted in Hamburg and Stuttgart. More than 30 complaints have been filed by women saying they were indecently assaulted or robbed on Hamburg’s Reeperbahn. More incidents are being investigated and no arrests have been made.

Police in Stuttgart say several women were attacked at Schlossplatz in the city centre.

Police in Cologne acknowledged they had been slow to respond and the police union blamed poor resources
Hundreds of people protested near Cologne station on Tuesday night, angered by the brazen attacks and by the slow response of political leaders.

Chancellor Angela Merkel expressed outrage over the “disgusting attacks” and the interior minister was asked about the police response on national TV.

Mr de Maiziere criticised police for allowing the attackers to return. It should not be the case that the square was evacuated, he said, “and then later these events take place and they wait for complaints. The police shouldn’t work like this.”

The widespread identification of the attackers as North African or Arab in appearance has also caused considerable alarm because of the influx of more than one million migrants and refugees in the past year. Many have fled the conflict in Syria.

    Cologne’s night of violence
One man described how his partner and 15-year-old daughter were surrounded by a crowd outside the station and he was unable to help.

“The attackers grabbed her and my partner’s breasts and groped them between their legs.”

Media captionFemale residents of Cologne speak out over the New Year’s Eve assaults

Another woman was robbed of her mobile phone at the station entrance after midnight and went to police to report it. “There were lots of girls, all crying uncontrollably.”

A British woman visiting Cologne said fireworks had been thrown at her group by men who spoke neither German nor English. “They were trying to hug us, kiss us. One man stole my friend’s bag,” she told the BBC.

“Another tried to get us into his ‘private taxi’. I’ve been in scary and even life-threatening situations and I’ve never experienced anything like that.”

    ——————————————————————————–

The “anti-Islamisation” Pegida movement and the right-wing AfD said the attacks were a consequence of large-scale migration. AfD leader Frauke Petry asked if, after the sex attacks, Germany was now sufficiently “diverse and cosmopolitan”.

Mr de Maiziere emphasised there should not be any general suspicion towards refugees, at least “at this stage of the investigation”.

“But if North Africans were the perpetrators, for which there is some indication, there should not be a taboo and people should not gloss over it.”

Cologne Mayor Henriette Reker was mocked on social media for her advice to young women
Cologne Mayor Henriette Reker had earlier said it was “completely improper” to link the attackers “who appeared to come from North Africa” with refugees.

But she was herself mocked for urging young women and girls to adopt a code of conduct that meant keeping an “arm’s length” distance from strangers and sticking to a group of people.

    ‘New dimension’
Police stopped and questioned men near Cologne’s central station on Tuesday.

North Rhine-Westphalia Interior Minister Ralf Jaeger told journalists on Wednesday that three suspects had been identified although no arrests had been made. He declined to go into details.

Up to 300 people, mostly women, demonstrated outside the station on Tuesday
Cologne police chief Wolfgang Albers has rejected criticism of his force, describing what happened as “a completely new dimension of crime”.

And police union chief Rainer Wendt said a lack of resources meant that the Cologne force had been unable to clear the square properly.

Mr Wendt was critical of the Berlin government, arguing that federal officers who had the task of policing the station itself had been deployed in recent months to strengthen border security in Bavaria.

Cologne authorities are particularly concerned that the attacks may ruin the city’s reputation ahead of its February carnival, when hundreds of thousands of revellers are expected on the streets

6 January 2016From the section EuropeMedia captionOne woman described how a firecracker put in her hood has left her scarred for life

A series of apparently co-ordinated sexual assaults and thefts in the German city of Cologne on New Year’s Eve has inspired an outpouring of shock and anger.

Politicians scrambled to express their condemnation after it emerged that more than 100 women had complained of harassment and violence at the hands of gangs in the square outside Cologne’s main railway station.

But there has been widespread criticism of the slow response by city authorities, amid accusations of an initial cover-up and controversy over the mayor’s advice to young women following the attacks.

As reports of assaults continue to come in from Cologne and some other German cities, victims and onlookers have been asking how this could happen.

    ——————————————————————————–

The area is notorious for crime
Residents in Cologne say the the area around Cologne Cathedral is a well-known danger zone when it comes to pickpockets and theft.

The spot, in the centre of the city, attracts thousands of people for the New Year celebrations, and the combination of crowds, alcohol and fireworks has proved problematic for police for a number of years.

Many of the perpetrators on Thursday night reportedly used a well-known tactic to distract their victims by trying to dance with them.

    Image copyright AFP
    Image caption
Large crowds of men gathered in front of the main railway station in Cologne on New Year’s Eve
But authorities say the scale and nature of the latest wave of attacks, including allegations of rape and sexual assault, were “unprecedented”.

About 1,000 young men – many of North African or Arab appearance – are believed to have arrived in large groups, seemingly with the specific intention of carrying out attacks on women.

Officials have urged people not to link the violence to Germany’s influx of refugees.

    ——————————————————————————–

Police were there but failed to stop attacks
Witnesses said police officers in Cologne appeared to be surprised and overwhelmed by the attacks.

Rainer Wendt, head of the German Police Union, said there were simply not enough officers deployed on the night.

But Cologne police chief Wolfgang Albers has insisted they were well prepared, with 70 federal officers in the station, and about 140 Cologne police officers around the cathedral area and city centre.

Whatever the staffing numbers, however, it is clear officers on duty failed to stop the attacks.

    Image copyright AFP
    Image caption
Police made arrests outside the station but failed to link suspects immediately to the sex attacks
Interior Minister Thomas de Maiziere accused police of waiting for complaints rather than taking preventative action.

Meanwhile Mr Albers was forced to say the initial police assessment – describing a “relaxed atmosphere” in the city on New Year’s Eve – was wrong.

And, almost a week after the incident, no arrests are thought to have been made despite reports of hundreds of men being involved.

    Image copyright Reuters
    Image caption
Protesters in Cologne wanted answers from the German chancellor
Irmgard Kopetzky from Cologne rape crisis centre told the BBC that more action was needed to provide more security for women.

“It is still being clarified how something like this could happen when the police already had so many personnel there,” she said.

“Going forward it is vital that the police get more staff – something that has long been a requirement – and that attackers are prosecuted and punished.”

Is there a taboo about the perpetrators?
Soon after reports emerged that the men involved were of Arab or North African appearance, anti-immigration campaigners seized on the incident as an example of Germany’s failed asylum policy.

Some suggested Germany’s media had been hesitant to report on the attacks for fear of stirring far-right sentiment, after the arrival of more than a million migrants and refugees in the past year.

Interior Minister Thomas de Maiziere stressed there should not be any general suspicion towards refugees.

“But if North Africans were the perpetrators, for which there is some indication, there should not be a taboo and people should not gloss over it.”

Media captionFemale residents of Cologne speak out over the New Year’s Eve assaults

Cologne Mayor Henriette Reker said “people from other cultures” needed to be given “a better explanation” about appropriate behaviour during street celebrations.

However, experts stress that sexual violence is an issue for people of all ethnic origins.

Figures show the majority of people carrying out sex attacks in Germany do not come from an immigrant background. In two-thirds of cases, the perpetrator is known to the victim, Ms Kopetzky says..

    Attitudes need to change
Following the Cologne attacks, Mayor Reker has been criticised for urging young women and girls to adopt a code of conduct that meant keeping an “arm’s length” distance from strangers.

Social media mocked the comments online using the hashtag #einearmlaenge, while Justice Minister Heiko Maas wrote on Twitter: “It is not women who bear responsibility, but the perpetrators.”

As well as the incident in Cologne, women were targeted in Hamburg and Stuttgart.

Ms Kopetzky from Cologne rape crisis centre said there was a clear need for a change in attitude and more public awareness of sexual harassment and assault across the country.

“Women’s groups like ours have been doing what we can for many years, but many people only recognise the subject when they are affected personally,” she said.

Meanwhile Barbara Steffens, equality minister in North Rhine-Westphalia, told the BBC there needed to be greater recognition of the issues women faced on a daily basis, and more “social condemnation of male abuse of power”.

“It is still the case that women who have been raped are often not believed, abuses are trivialised, lewd jokes and sexist comments are tolerated, and women are reduced to their bodies.

“We need to work on that, to create a tangible culture of respect.”
